I’m sure the guys insurance would pick it up. Plus the driver will probably hire an accident attorney and they will sue the bank for being negligent for an unsafe roof. They also will go after McDonald’s because he was drinking a cup of their coffee at the time, and there was no warning on the cup about drinking coffee and pulling a trailer at the same time.

Hmm he may hire a attorney but will lose the case 100%...

Actually if you watch the video carefully you'll see that there is no reinforcement inside the columns. To me (being a civil engineer) this wouldn't pass any building code that I know of. The column on the right just shatters with no sign of any steel at all, it all most looks like the masons used landscape block for a structural column. I'd say a good attorney might have a shot at this one. They'll use the old american legal maneuver known as "When in doubt blame the contractor".
